CONSTITUTIONAL DEVELOPMENT OF PAKISTAN

1.      In the Constituent Assembly, there were two parties: Muslim League representing the Muslims and Congress party representing Hindus in Pakistan.

2.      Liaquat Ali Khan was the first Prime Minister of Pakistan.

3.      The Objectives Resolution was presented in the Constituent Assembly by Liaquat Ali Khan.

4.      The Objectives Resolution was passed on March 12, 1949.

5.      According to the Objectives Resolution, there will be a Federal form of government.

6.      According to the Objectives Resolution, the Judiciary shall be Independent.

7.      The Basic Principles Committee (BPC) was formed on March 12, 1949, to draw the future constitution of Pakistan by Governor-General Ghulam Muhammad.

8.      The draft of the constitution prepared by the BPC was presented in the Constituent Assembly on September 28, 1950.

9.      The draft constitution proposed a Federal form of government.

10.  The draft proposed two houses: House of Units and Senate.

11.  Urdu was declared an official language.

12.  Liaquat Ali Khan was assassinated at Rawalpindi on October 16.

13.  Khawaja Nazimuddin became the second prime minister of Pakistan.

14.  Khawaja Nazimuddin presented the Second Draft Constitution to the Constituent Assembly on December 22, 1951.

15.  According to the Second Draft Constitution, the term of the Head of State will be 5 years.

16.  According to the Second Draft Constitution, the federal legislature was to consist of two houses.

17.  According to the Second Draft Constitution, the term of each house will be 5 years.

18.  Both the houses will have equal representation.

19.  The most important contribution of the Second Draft Constitution was the principle of parity between East and West Pakistan.  

20.  The Second Draft Constitution provided that there would be 140 members from East Pakistan and 60 from West Pakistan.

21.  In the House of People, 200 members would be from East Pakistan and 300 from the nine units of West Pakistan.

22.  Khawaja Nazimuddin’s government was dismissed by the Governor-General Malik Ghulam Muhammad on April 17, 1953.

23.  Muhammad Ali Bogra was the third prime minister.

27.  50 seats were reserved for the Upper House.

28.  Seats of the Lower House were to be allocated to the provinces on the basis of population proportionate representation.

29.  The Constituent Assembly was dissolved by Governor-General Malik Ghulam Muhammad on October 7, 1954.

30.  The Lahore High Court declared the dissolution of the Constituent Assembly illegal.

31.  Muhammad Ali Bogra was the leader of the party that drafted the Third Draft Constitution.
